Consider approval of request to eliminate parking along John Ross Parkway.

A request has been received from Parks, Recreation and Tourism to restrict parking on John Ross Parkway.  The parking restriction would extend from approximately 400 ft north of Cinema Drive to Mount Gallant Road (a copy of the affected area is identified on the attached map).

 

John Ross Parkway serves both commercial and residential needs and serves as a primary route for accessing the Manchester Meadows Soccer Complex.  During the last few years, the number of notable events at the complex has risen appreciably to roughly 12 to 15 on an annual basis. During these events the parking volume on John Ross has grown as well.  This has resulted in unsafe pedestrian activity from time to time (i.e., people crossing mid-block after parking their cars).  Vehicles have also parked in the median on John Ross Parkway.

 

With this in mind, and in anticipation of the National Youth Soccer Championship in 2012, the Traffic Commission re-evaluated current parking practices on John Ross Parkway.  The Traffic Commission evaluated the increased travel and parking demand along this street and considered appropriate signage changes to ensure pedestrian safety and roadway functionality.

 

At its regular meeting on October 27, 2011, the Traffic Commission voted unanimously to recommend that parking be eliminated along John Ross Parkway from roughly 400ft north of Cinema Drive (i.e., remnant parcel behind the cinema) to Mount Gallant Road as reflected in the attached map.
