Title

Consider Planning Commission recommendation regarding Petition T-2011-04 by Rock Hill Planning Commission to amend the Zoning Ordinance affecting Article 6: Development and Design Standards, in relation to Infill Design and Development Standards for the Old Town area.

Strategic Goal: Ensure quality development standards so that private investment reinforces the City’s aesthetic goals.

Body

The proposed amendments seek to make it easier for “Walk2Campus”-style redevelopment projects to occur in support of the College Town Action Plan by allowing for shared parking areas when multiple homes are under one management entity and by allowing alternative surfacing materials such as gravel in order to provide for an easier transition back to single-family use.  Walk2Campus renovates older single-family homes near the Winthrop University campus and then leases the updated homes to college students.  The Planning Commission recommended approval of the amendments at their November meeting.  On November 28, 2011,City Council deferred this item and asked staff to consider certain issues regarding the proposal.  Staff has reviewed these issues and made changes to the proposed text accordingly.  See attached staff report for more information.
