Consider Planning Commission recommendation regarding Petition T-2010-03 by Rock Hill Planning Commission to amend the Zoning Ordinance affecting Article 3: Zone Districts; Article 4: Use Regulations; Article 5: Density, Intensity & Dimensional Standards; and Article 10: Definitions & Rules for Interpretation, in relation to district descriptions, permitted uses, and use specific standards.
Strategic Goal: Develop proper standards to ensure continuity of development throughout the community.
Body
The Planning Commission sponsored the proposed amendments, which represent an update to the use standards of the Zoning Ordinance. There are three primary reasons for the proposal:
-To remove inconsistencies and conflicting language.
-To clarify the classification of certain uses. The proposal creates a few new Use Types for unique uses not previously listed and consolidates some Use Types that are similar in nature.
-Address issues that have arisen in regards to how certain uses are regulated. Based on administrative experience, the proposal creates greater equity between uses of similar impact and intensity, requires special exception for or prohibits outright some problematic uses, and modifies some of the use specific standards.
