Title

Consider a Resolution of the City Council of the City of Rock Hill, South Carolina, describing the Riverwalk Municipal Improvement District and the Improvement Plan for the Riverwalk Municipal Improvement District to be effected thereby, the projected time schedule for the accomplishment of the Improvement Plan, the estimated cost of the improvements and the amount of such costs to be derived from assessments, bonds, or other funds; setting forth the proposed basis and rates of assessments to be imposed within the Improvement District; ordering a Public Hearing; and other matters relating thereto.

Body

This Resolution is the initial step to be undertaken by the City in the process of forming the Riverwalk Municipal Improvement District under the Municipal Improvement Act (S.C. Code Ann. 5-37-10 et seq.).  The Resolution describes the improvement district boundaries and improvement plan, as well as the anticipated time schedule, costs and funding sources for public improvements to be constructed in the improvement district.  Further the Resolution sets forth the date and time (July 13, 2009 at 6:00 pm) for a public hearing to be held by the City on the establishment of the improvement district. A similar resolution was adopted by City Council on April 27, 2009 and a public hearing held on May 26, 2009.  The process is being repeated due to necessary changes in the Resolution and in the Improvement Plan.  The changes are technical in nature and do not alter the original intent of the proposed MID or the City's role in the project. Attached are the new Resolution and Improvement Plan along with redline versions showing the changes that have been made.  Staff recommends approval of the attached Resolution.
