Title

Consider award of bid to Rogers Grading, Inc. for the amount of $178,648.35 for the Walkers Ridge Gravity Sewer Replacement Project.

Strategic Goal: Identify and eliminate inflow and infiltration through the City's sewer line replacement program.

Body

Bids were received, opened, and read in public on Thursday, January 13, 2011 for  Walkers Ridge Gravity Sewer Replacement Project.  Bids were received from five (5) contractors for the project.  Bids received ranged from $178,648.35 to $267,748.91.

Based on this past experience with the City and the discussions in the meeting, it is our opinion that Rogers Grading, Inc. has the knowledge, equipment, and financial ability to complete the referenced project.  We have also verified that they have the appropriate General Contractor’s License to complete the proposed improvements.

Low bid was Rogers Grading Inc.  Rogers Grading's office is a local utility company.  Most of the materials for this project will be purchased locally and the project will employ six to ten York County residents.

This project meets the strategic goals set forth by the City Council. Over the past four years, the Utilities Department has completed seven major sewer projects using  this budgeted money to replace and repair old lines.  These projects include Dutchman Creek, Hope Street, Green Street, Glencairn Gardens,Stoney Branch, Arcade Mills, and Manchester 42" Outfall Line.

Therefore, staff recommends the project be awarded to Rogers Grading, Inc. of Rock Hill, South Carolina in the amount of $178,648.35.
