Staff is requesting that the City Council sponsor Zoning Ordinance amendments to allow for certain small scale nonconforming commercial uses in residential areas to be re-established through a Special Exception process. In a related proposal, single family homes would be re-established as uses permitted by special exception in most commercial and industrial districts. An initial draft is attached, but as with all sponsorships the proposal will be referred to the Planning Commission and refined prior to being returned to City Council for formal consideration.
