Consider awarding contract for small diameter water line upgrade project to Lee's Hauling and Grading, LLC. for the amount of $325,480.00.

Strategic Goal:  Complete all planned electric, water and sewer infrastructure improvements.

Body

Bids were opened at 2:00 pm Thursday, October 20, 2011 for the above project. This project will replace approximately 4716 linear feet of 6” and 416 linear feet of 2” small diameter water lines that are consistently being repaired by utility crews, both in leaks and water quality.  These are the next water lines that are listed on the Small Diameter Water Line master list.  The streets that are included in this project are Taylor Street, Ellen Ave, Hough St, Carey St., Stonewall and Twitty Ct

The project had four (4) bidders.  The bids received were from Garawco Inc. of Rock Hill, SC, Neal’s Grading of Rock Hill, SC, Rogers Grading Inc. of Rock Hill, SC, and Lee’s Hauling and Grading of York, SC.  The lowest bid received was from Lee’s Hauling and Grading in the amount of $325,480.00.  This project is funded in the Capital Projects section of the Utilities Water budget.

This project meets the strategic goals set forth by the City Council. Over the past ten years, the Utilities Department has used this budgeted money to replace and repair old lines. The replacement of these lines helps with water quality, fire prevention and response to repairs in our water system.

Staff recommends that Council award the project to Lee’s Hauling and Grading for the bid submitted. Attached is a tabulation of the bids.
