Consider awarding contract for Runway Pavement Overlay to Blythe Development for the amount of $1,799,186.00.

The existing runway pavement has been in place since 1992 and although there is a pavement maintenance program, typical aged pavement issues are evident. At the request of the Federal Aviation Administration and the South Carolina Aeronautics Commission, an Advertisement for Bids was issued on March 8, 2012 in The Herald, South Carolina Business Opportunities and the City web site. The low qualifying bid was submitted by Blythe Development (see attached Bid Tabs).
Funding share for this project is 90% from the Federal Aviation Administration (see attached FAA funding letter), 5% from the South Carolina Aeronautics Commission, 2 ½ % each from the City and York County.
City share including Bidding, Contract Administration, Inspection and Construction is $48,216.
