Consider awarding contract for the White Street sewer rehabilitation project.

This project will install approximately 2000 linear feet of new 8” and 12” sewer lines and will eliminate old and undersized sewer lines. The replacement of these lines will help reduce inflow/infiltration into the sewer system. Funding for this project is budgeted in the 2011/2012 Utilities fund. This work will take place on White Street from Dave Lyle and Laurel St and is scheduled to be substantially complete in 180 days.
This project meets the strategic goals set forth by the City Council. Over the past five years, the Utilities Department has completed five major sewer projects using this budgeted money to replace and repair old lines.
Bids were opened at 2:00 pm Tuesday, November 8, 2011 for the above project. The project had a total of eight (8) bidders. The low bidder was Payne, McGinn and Cummins, Inc. of Travelers Rest SC, for the amount of $248,098.64. The next low bidder was Rogers Grading Inc. of Rock Hill SC for the amount of $255,029.50. Rogers Grading meets the local provider policy and has agreed to match the low bid.
City staff recommends awarding the bid to one of these two responsive bidders.
