The Office of Management and Budget has received a certificate acknowledging the successful completion of the Trailblazer Program which encourages local governments to find effective ways to listen to the public and to incorporate the public’s point of view in performance measurement and reporting endeavors. The City of Rock Hill is the only jurisdiction in South Carolina to participate in the highly selective program.
