An Ordinance to provide for the disposition by sale of property located at 1239 Amelia Ave. Rock Hill, South Carolina by the City of Rock Hill to Family Promise of York County.

The United Way and agencies that assist the homeless held their second annual Project Connect on February 24, 2010. The First Time Homebuyers Program was presented to those that were working towards self sufficiency and as the day continued it became apparent that a gap in services existed. Help in our community is provided for single women, women with children, single men, men with children and families but there is nothing available for husbands and wives without children. Unfortunately no one has the additional facilities to help married couples.
It is recommended that 1239 Amelia Avenue, former police sub-station be restored to a duplex configuration then sold to Family Promise of York County (Interfaith Hospitality Network) for $1.00. FPYC has agreed to expand their mission to include homeless husbands and wives and will have the opportunity to house two families simultaneously in the Amelia Ave property. Housing and Neighborhood Services will be responsible for the rehabilitation of the property, estimated cost at $20,000. The sales contract will allow for the property to be returned to the City of Rock Hill within 10 years if the project should be abandoned or terms of the contract are not followed, at the selling price.
