Consider Memorandum of Understanding among G. Spencer Lueders, Jr. and Mike Cowan (d.b.a. Cycling Center of the Carolinas) and The Greens of Rock Hill and The City of Rock Hill, South Carolina related to the implementation of the Public Amenities Plan for Riverwalk.
(Strategic Goal: Work with interdepartmental project team and community organizations to plan, fund, construct and develop a marketing strategy for the Cycling and Outdoor Center of the Carolinas.)

On August 24, 2009 City Council approved a Public Amenities Plan for Riverwalk. Phase One of the Plan includes riverfront pedestrian and bicycle trails, a canoe and kayak launch, environmental and historical interpretive sites, mountain biking trails, and related parking and access facilities. Phase Two of the plan anticipates competitive cycling venues including a velodrome and a BMX Supercross track. Also included in Phase Two are planning for athletic fields, a climbing wall and other community health and wellness facilities.
Cycling sports are an important focus of the Public Amenities Plan. This Memorandum of Understanding lays the foundation for development of cycling programs and facilities through public-private partnerships. The MOU outlines a series of activities by the City, The Greens of Rock Hill and the Cycling Center of the Carolinas that would culminate in presentations to City Council in March 2010. At that time, City Council would be asked to make decisions regarding the construction of Phase Two facilities including the velodrome and the BMX Supercross track. The City and Greens of Rock Hill will focus primarily on completion of preliminary engineering designs and preparation of cost estimates. The Cycling Center of the Carolinas will focus on sponsorships and other private funding and the organization of a public-private board.
