Ross Dress For Less, Inc. owns a 166 acre site adjoining Antrim Business Park. The company intends to construct a large distribution center. The City's Springdale Road electrical substation adjoins the Ross site. Ross has requested to purchase a 3.29 acre parcel of land located adjacent to the substation that owned by the City . The property is located between two Duke Energy transmission lines and has no apparent development potential. The City's Utilities Department has reviewed this request and has determined that the 3.29 acre tract is not required by the City for any current or future utilities needs. Ross intends to use the parcel for parking and access. The land has been appraised for $8,000 per acre; City Council is requested to approve the proposed sale at the appraised value of $26,320.
