Consider Planning Commission recommendation regarding petition M-2011-19 by Warren Norman Co. to rezone approximately 41 acres at 1045, 1075, 1083, & 1159 Red River Road; 2360, 2382, 2384, 2386, & 2390 Cross Pointe Drive; and 2434 Dave Lyle Boulevard from Community Commercial (CC) in the City and Industrial Development District (ID) in York County to Planned Development-Commercial (PD-C). A portion of the subject property is proposed to be annexed into the City of Rock Hill. Tax parcels 667-01-01-107, 667-01-01-033, -034, 667-01-01-028, 700-00-00-018, -019, -020, -021, and 700-00-00-050.

Body
The applicant is requesting the annexation and rezoning in order to facilitate the development of a project that would include two large retailers and a mix of other uses such as but not limited to smaller retailers, restaurants, banks, offices, and a gas station. PD-C zoning is requested in order to provide for modification of certain design standards of the Zoning Ordinance. The Planning Commission recommended approval of the proposed zoning at their October meeting. See attached staff report for more information.
