An ordinance to amend the Zoning Ordinance of the City of Rock Hill Code by making certain changes in the official zoning map affecting approximately 4.04 acres located on the southwest corner of Heckle Boulevard and West Main Street from Single-Family Residential-3 (SF-3) and Single-Family Residential-4 (SF-4) to Limited Commercial (LC). (Case #2011-17)
Strategic Goal: Manage growth through the development of infill strategies and growth policies for the urban fringe.

This ordinance will enact the Limited Commercial zoning for the property at the southwest corner of Heckle Boulevard and West Main Street as recommended by the Planning Commission.
The following information is provided in response to questions raised at the October 24 City Council meeting during deliberation of the rezoning case noted above:
- Please see the attached map of the subject property with the potential development area highlighted. As shown on the map, the required environmental buffers and landscape buffers will take up approximately 37% of the site.
- The Pineridge Estates residents’ concerns over difficulty with turning onto Heckle Boulevard were presented to Traffic Commission at their October 27 meeting. A review of the area is being conducted to determine if anything can be done to improve the situation. Results of the review will be presented at the November 17 Traffic Commission meeting. The Pineridge Estates neighborhood representative will be asked to attend the meeting. The results of the study and discussions with the neighborhood representative will be presented at the November 28 Council meeting. This issue has been reviewed by the Commission on at least two previous occasions and no workable solution has been identified.
- The zoning of the property fronting Heckle Boulevard to the south is Business Development-II (BD-II) and Urban Development (UD) in the County. The property to the west is zoned Residential Development-I (RD-I). See attached map ...
