Consider acceptance of Railroad Study Group recommendation.

Tom Roper, Chair of the Railroad Study Group, will make a short presentation on the group's final recommendation, as originally reported to you at your workshop of August 22, 2011. The key aspects of the recommendation include the retention of a reworked Community Street crossing, landscaping and bicycle/pedestrian improvements, implementation of the sidetrack proposal and establishment of quiet zones in the neighborhoods and downtown. Pending Council acceptance of the recommendation, staff is seeking approval to move forward in coordinating the recommendations with the pending 2003 Pennies for Progress project, and seeking additional funding to implement the rest of the program. Unfortunately, we learned this week that our application for Federal Railroad administration grant was not successful, so additional funding will need to be secured in addition to the $4.1 million in place.
