Review of the City’s 2011-2012 CDBG Annual Action Plan.
Strategic Goal 1: Strengthen the City’s role as a place for economic activity through job creation, business location and expansion, redevelopment, and tourism. Strategic Goal 2: Strengthen and enhance neighborhoods and business centers of Old Town. Strategic Goal 3: Assist Housing Development Corporation of Rock Hill in the development of programs and services that increase affordable housing opportunities offered to low and moderate income families.

We have entered into our 2011-2012 Community Development Block Grant Funding Cycle. The allocation levels have not been determined, but we have been directed by the U.S. Department of Housing and Urban Development to plan our projects based on the 2008 allocation of $463,338. The cycle to apply for CDBG funds for city projects ran from February 8 to March 4. We received $911,892.51 in CDBG application requests this year resulting in a balance of $448,554.51 over budget. The City has previously advertised this annual entitlement, at which time several key City initiatives were identified as priority community development needs. The attached chart summarizes information on each project requesting funds, the 2010-2011 budget amounts, the amount of the original request and recommendations for funding. If projects are funded at the recommended amounts, the budget will be balanced.
Per U.S. Department of Housing and Urban Development regulations, we must have a budget advertised in the paper no later than April 14 for a period of 30 days. A public meeting will be held on April 21. The list of proposed projects will be presented for final approval by Council on May 9.
