Inspections have been conducted at six of the 12 buildings at the Midtown Apartments, located on Rauch and Wilhurst streets in the Hagins/Fewell Neighborhood.  528 Rauch St., 334 Wilhurst St., and 342 Wilhurst St. have been approved for involuntary demolition by the Rock Hill City Council during the November 8, 2010 Council meeting. Four of the buildings have been condemned, two have been deemed unfit for human habitation. The owners have been notified and have no plans to repair the buildings, and foreclosure is imminent. There are no tenants in these buildings. Squatters and vandals are contributing to the deterioration of the buildings through theft, damage and criminal activity.

 

We are requesting involuntary demolition for the second set of three buildings; 350 Wilhurst St., 521 Rauch St. and 529 Rauch St. Asbestos abatement will be conducted prior to demolition and if necessary, lead abatement.  The third set of buildings will be inspected within the first two weeks of January 2011. Inspections of the final three buildings will be conducted within 90 days.
