An ordinance amending chapter 20, Offenses and Miscellaneous Provisions of the Code of the City of Rock Hill to add provisions prohibiting synthetic marijuana.

City Council is considering an ordinance to prohibit the use, sale and advertisement of Synthetic Marijuana. Research and reports exist discussing and detailing the dangers and problems with Synthetic Marijuana. Further, many of these products have additional unknown health risks as they are relatively new on the market. A sampling of the reports is attached hereto. Synthetic Marijuana is designed to mimic the effects of Marijuana. The danger and problems associated with Marijuana are well known. This ordinance is designed to protect the health and safety of Rock Hill citizens by making sure these products are illegal within Rock Hill city limits. The City Manager and City Attorney recommend adoption of this ordinance. If the State of South Carolina or the federal government enact additional or substituting provisions related to this matter, the City Attorney may make additional recommendations concerning this ordinance.
