Title

An ordinance to amend the Zoning Ordinance of the City of Rock Hill Code, Article 3: Zone Districts; Article 4: Use Regulations; Article 5: Density, Intensity & Dimensional Standards; and Article 10: Definitions & Rules for Interpretation, concerning district descriptions, permitted uses, and use specific standards.  (Case #T-2010-03)

Body

Staff is proposing to add Commercial Indoor Recreation as a Special Exception in the Industry General (IG) and Industry Heavy (IH) districts as part of the proposed text amendments.  Staff has researched the regulations of other jurisdictions and developed Use Specific Standards that will ensure that any recreation use in an industrial district is compatible with nearby industrial uses.  Industrial buildings are well suited for indoor recreation uses that need high ceilings and open floor plans and this will provide more opportunities for adaptive re-use of buildings that may otherwise sit vacant for extended periods of time.  The proposal has been endorsed by the Planning Commission and staff recommends approval.
