Consider approval of Pathways to Housing, York County/Rock Hill’s response to homelessness-the ten year plan.

May 12, 2008 City Council approved a CDBG allocation of $47,500 to formulate a ten year plan to address the specific needs of the homeless population in Rock Hill and York County, South Carolina.
Nancy Hunter of NPH Consulting, working in concert with the Pathways to Housing Steering Committee, provider agencies and citizens of our community have developed a plan that establishes goals relating to Prevention, Community Engagement and Education, Single Portal of Entry, Support Services, Employment and Housing. Implementation of the plan outlines the need for community collaboration and establishes evaluation and reporting procedures to the community.
This is a request for City Council to endorse the plan and reallocate $26,524 of the original CDBG funding for this project to provide for the new position of Pathways to Housing Coordinator. The United Way will provide a similar amount of funding.
