An ordinance confirming the Assessment Roll related to the Riverwalk Municipal Improvement District; and other matters relating thereto.

On August 10, 2009 City Council gave final approval to an ordinance establishing the Riverwalk Municipal Improvement District (MID). The Riverwalk MID is a component of the Financing Plan for the Riverwalk development that was approved by City Council on August 24. Following the August 10 City Council meeting the City published, as required by SC law, a notice of adoption of the Riverwalk MID ordinance and a Notice of Completion of Assessment Roll. Affected parties have until September 28 to object to the assessment roll. At the end of this period, the City Council has the ability to reconsider or adjust the assessment roll or methodology. Given that the Greens of Rock Hill is the only party subject to the assessments and that the Greens of Rock Hill has already consented to the assessments, no objections are expected. This ordinance confirms the original assessment roll and methodology that was part of City Council's August 10 action. Second reading is planned for September 28 which coincides with the deadline for receipt of objections.
Please note that a correction has been made to the definition of "Equivalent Units" in Appendix A to the Assessment Roll (page 6), and a correction has been made to Table G in the Assessment Report (page 12). Redlines showing these changes are attached hereto.
