This proposed Memorandum of Understanding provides a framework for cooperative actions by the City and Comporium in pursuit of a shared development vision for an area on the east side of downtown Rock Hill. The development area, called Downtown East, surrounds an existing municipal parking lot that is bounded by Main Street, Saluda Street, Black Street and Elizabeth Lane. The development plan includes urban residences, retail shops and restaurants, offices, a hotel, a public park, and a future arts/civic center. The City's responsibilities under this MOU include preliminary design and engineering for public improvements and analysis of options for increasing public parking resources. Comporium is responsible for identifying a development partner to lead the development of a mixed use building and demolishing existing buildings on the targeted mixed use site.
