Consider Planning Commission recommendation regarding Petition T-2009-04 by Rock Hill City Council to amend the Zoning Ordinance affecting Article 1: General Provisions, Article 2: Administration, Article 3: Zone Districts, and Article 10: Definitions and Rules for Interpretation, to clarify the vested rights to develop property and to amend language relating to the lapse or expiration of approvals and the extension of approvals.
