Consider Resolution supporting submittal of application requesting $16 million from the US Department of Transportation's TIGER Grant Program.

Strategic Goal:  (1) Support the Riverwalk development through infrastructure assistance and public amenities; and (2) Support new private investment and transportation improvements.

Body

The City of Rock Hill proposes to request $16 million in TIGER (Transportation Investments Generating Economic Recovery) grant funds from the US Department of Transportation to complete infrastructure improvements along the SC-161 Corridor.  The federally required grant match has been secured through $5.8 million in York County Pennies for Progress funding. The purpose of the project is to upgrade and extend SC-161, providing a six mile reliever road system abutting I-77.  This is a regionally and nationally significant project in an increasingly congested interstate facility between the states of North Carolina and South Carolina.  This corridor is also the current focus of rapid growth in tourism, commercial and industrial investments and jobs.  Additionally, the improvements to SC-161 are a key link in connecting other portions of the existing and planned metro and bi-state network of roads, transit, pedestrian and other bike facilities.  Total project cost is $21.8million ($16 million TIGER grant request + $5.8 million in Pennies for Progress funds).
