Consider approving revisions to the City of Rock Hill's Annual Action Plan for the Community Development Block Grant Program.
Strategic Goal: Assist Housing Development Corporation of Rock Hill in the development of programs and services that increase affordable housing opportunities offered to low and moderate income families.

On May 12 2008, City Council approved the Annual Action Plan Revision Policy that requires Council’s approval for revisions that involve moving more than 30% of the total approved budget for a project. The following are three proposed budget revisions to the City’s Annual Action Plan:
2009/2010 First Time Homebuyer Program: The Housing Development Corporation would like to close this activity and re-appropriate the remaining balance of $29,160.73 to their 2010/2011 Rehabilitation activity. The City of Rock Hill received a 2010 HOME Grant that is providing $205,000 for first time homebuyer assistance, so this CDBG funding would be more beneficial for the Rock Hill community if used for housing rehab activities. This project was originally funded at $101,449.
2010/2011 First Time Homebuyer Program: The HDC would like to re-appropriate $60,000 from this activity and add it to their 2010/2011 Rehabilitation activity. As previously stated, the City recently received a grant of $205,000 for first time homebuyer assistance, so this funding would be more beneficial if used for housing rehab activities. This project was originally funded at $70,000; if approved, the new budget will be $10,000
2010/2011 Faith-Based Rehabilitation Partnership Program: The HDC would like to close this activity and combine the entire balance of $30,000 with the 2010/2011 Rehabilitation activity. The HDC will continue to partner with faith-based organizations (such as World Changers, Home Works, and Salkehatchie) to provide volunteer labor for rehabilitation projects; however, having all rehabilitation funding in one activity will allow for more flexibility. This project was originally funded at $30,000
The original budget for the 2010/2011 Rehabilitation activity is $80,586. If these proposed changes are approved, the new project budget will be $199,746.73. With the increase in World Changers projects for this summer and the recent increase in heating needs, The HDC should not have a problem spending the funds.
CDBG staff is in the process of completing the community notification process and will hold a public hearing on Wednesday, November 3. No public comments have been received to date.
