City Council is asked to consider award of the Lake Wylie Raw Water Intake Expansion Project - Phase I providing firm pumping capacity to 45 million gallons per day, (mgd), from the current capacity of 30 mgd. The proposed expansion of the intake structure ultimately will be able to handle 60 mgd maximum withdrawal rate matching the City’s new FERC permit.
Wharton-Smith, Inc. of Sanford, FL is the apparent low bidder for the Lake Wylie Raw Water Intake Expansion Project - Phase I. The City of Rock Hill Utilities received bids on November 17, 2011. Wharton-Smith, Inc. was one of seven prequalified contractors who were approved to submit a bid for this work. The City’s Performance Manager has reviewed the bid information and has found it to be in compliance with the City’s bidding policies. The Lake Wylie Raw Water Intake Expansion Project consists of constructing a raw water intake facility that includes one vertical turbine pump, three submerged steel pump cans and associated valves, static intake screens, piping and a surge tank. The project also includes the installation of a chlorine vapor scrubber and related equipment. The majority of the work for the intake structure will be over water. Wharton-Smith’s costs have been reviewed and are acceptable. Staff recommends awarding this project to Wharton-Smith, Inc. of Sanford, FL to expedite the construction schedule to provide raw water to be treated/processed into potable water. Their price for the Lake Wylie Raw Water Intake Expansion Project is $3,801,390.00 and is within budget. The Lake Wylie Raw Water Intake Expansion Project designated funding source is budgeted from two sources, the 2009 B Utility Revenue Bonds and the recently approved Series 2011 Combined Utility System Revenue Bond Anticipation Notes.
