Consider a motion to temporarily alter and suspend the City of Rock Hill’s Rules of Procedures as provided by Section 2-47 of the City of Rock Hill’s Municipal Code of Ordinances.

This is a request for City Council to alter and suspend the City of Rock Hill’s Rules of Procedure in the following manner:
• To the extent that any ordinance or rule governing City Council procedure requires the Mayor’s physical presence at City Council meetings or requires excusal from City Council chambers during such meetings, such provisions are hereby suspended until the Mayor is able to attend City Council meetings in person.
• For so long as the Mayor is unable to physically attend City Council meetings, the Mayor is hereby authorized to attend City Council meetings via telephone so long as: the Mayor can hear comments, motions and votes made by the public, staff and other City Council members and the public, staff and other City Council members can hear the Mayor’s comments, motions and votes through the telephone. The Mayor’s participation via telephone shall deem the Mayor to be “present” for all intents and purposes and the Mayor shall have all of the powers held by the Mayor and/or a Council Member at such meeting unless otherwise stated in this motion.
• The Mayor is authorized to participate in City Council meetings in the same manner and method as if the Mayor was actually physically present except that the Mayor Pro Tempore, or other City Council member as deemed appropriate by City Council, shall preside over City Council meetings, including but not limited to as provided under Section 2-39, during the Mayor’s physical absence.
• There shall be no communications between the Mayor and City Council members or staff, with the exception of communications made during executive session, unless such communication is part of the meeting and can be heard by the members of the public in attendance.
• All of the comments, motions and votes of the Mayor must be recorded in the minutes of the meeting.
• At such time as the Mayor is able to resume physical attendance at City Council meetings, the City Council shall revert to the Rules of Procedure as provided prior to this motion.
