City Council is asked to consider award of the Powder Activated Carbon Feed System, (PAC) to Ruby-Collins, Inc. of Smyrna, GA. The addition of powder activated carbon will provide enhancements in pre-treatment strategies to improve the raw water quality and to be in compliance with EPA’s and SCDHEC Stage 2 Disinfectant By-Product Rule slated to begin October 2012 for the City of Rock Hill. The proposed PAC System will be able to help reduce the formation of disinfection by-products, (DBPs), such as TTHMs, (total trihalomethanes), and HAAs, (haloacetic acids) which are formed as a result of disinfection products reacting with naturally occurring organic and inorganic matter present in raw water.
The Powder Activated Carbon Feed System Project consists of constructing a concrete pad, prefabricated steel silo that includes a set of chemical feed pumps, electrical, instrumentation and controls items. The majority of the work will be located on City property currently used for the City’s Dutchman Creek Pump Station where the powder activated carbon will be injected into the 54” raw water pipeline feeding the Filter Plant.
The City of Rock Hill Utilities received bids on December 15, 2011. Ruby-Collins, Inc. of Smyrna, GA is the apparent low bidder for the Powder Activated Carbon Feed System. Ruby-Collins, Inc. was one of four contractors who submitted a bid for this work. The City’s Performance Manager has reviewed the bid information and has found it to be compliance with the City’s bidding policies. Ruby-Collins’s costs have been reviewed and are acceptable. Staff recommends awarding this project to expedite the construction schedule to provide powder activated carbon to the raw water to meet EPA’s and SCHDEC’s Stage 2 DBP compliance date, October 2012. Their price for the Powder Activated Carbon Feed System Project is $756,450.00 and is within budget. The Powder Activated Carbon Feed System Project designated funding source is budgeted from the recently approved Series 2011 Combined Utility System Revenue Bond Anticipation Notes.
