David Melton, Water & Wastewater Director, Utilities.The South Carolina Department of Environmental Services (SCDES) has presented the Facility Excellence Award to the City of Rock Hill’s Manchester Creek Wastewater Treatment Plant for maintaining high standards in exceeding customers’ expectations and protecting the environment. This is the third year in a row the City has received this award.
